I've had this same problem, with a slight twist. I have Symantec VIP Access installed on my pc and this can generate a code - this can be added to the end of my password on my mobile and it works. The problem is that defeats the point of a mobile app if I have to use my PC everytime.
Help desk seemed to have no idea about this issue - has anyone managed to find a resolution?

Hi guys,
I think i can help you out here . Here is some info about security key,
A Security Key is a randomly generated 6-digit code that you can use as an extra layer of security, along with your password, to protect your PayPal account. If you choose to use a Security Key, you'll be prompted to enter the code whenever you log into your account, either by including it at the end of your password or on a secondary login page.
There are 3 ways of getting a Security Key:
- A free app for your smartphone or desktop will generate a code for you every time you open it
- Request a code to be sent to your mobile by text each time you want to login
- Get a physical credit-card size Security Key that will generate a code each time you want to login (a one-time fee of £20 applies)
The easiest way to get a Security Key is by downloading the app. You can do this by searching for the “VIP Access” app in your app store or going directly to the Symantec VeriSign website.
Once you've downloaded the app, you need to active it in your PayPal account. Here’s how:
- Go to www.paypal.com/uk and log in to your account.
- Click 'Profile' near the top of the page.
- Select 'My Account Settings'.
- In the Security Key section, click 'Get Started'.
- Click 'Get security key'.
- Click 'Activate your PayPal or VIP (VeriSign Identity Protection) token'.
- Enter your VIP Access Credentials ID in the Serial Number box, and then enter two 6-digit codes.
Alternatively, you can use your mobile phone to request a 6-digit Security Key code in a text message. Here's how to register your phone to get the Security Key code by text.
- Go to www.paypal.com/uk and log in to your account.
- Click 'Profile' near the top of the page.
- Select 'My Account Settings'.
- In the Security Key section, click 'Get Started'.
- Click 'Get security key'.
- Click 'Register your mobile phone'.
- Enter your mobile phone number twice, and then click 'Register'.
- Once you've registered your phone, we'll send you a text message with a code. Enter the code to activate your mobile for Security Key.
Lastly, you can order a physical Security Key. Here's how:
- Go to www.paypal.com/uk and log in to your account.
- Click 'Profile' near the top of the page.
- Select 'My Account Settings'.
- In the Security Key section, click 'Get Started'.
- Click 'Get security key'.
- Click 'Order a credit-card size Security Key'.
- Select the number of Security Key cards you want to order (they cost £20 each and you can request up to 5 per account).
- Click 'Place Order'.
You’ll receive your Security Key within 10 working days.
I hope this info will help. Please feel free to contact us if you seek our help 🙂

The Symantec VIP Access may work in the UK, but there is no option on my USA account at the moment to register the credential id in the app (or order a key card).
On the Security Key page you can activate the phone, but it is the only radio button and there is no option to activate either a key card or Symantec VIP credential.
However below this is the text "•Get security key: Order a security key or activate a PayPal or VIP (Verisign Identity Protection) token as a security key."
Unfortunately when you click this link, it takes you to a page where the ONLY thing you can do is register your phone. You cannot order a key card and you cannot register the VIP Access app credential id.
Does anyone know if this is in the works and a possible resoluton date?

Never mind. Turns out if you hit cancel on the register your phone page, it takes you to a page where you can order a key or register the Symantec credential id. You then get the option to activate either or both SMS and key on the security page.

^Agreed. Logging in via mobile is completely useless. I've given up using paypal because of this utter mess. I'm being polite here as well!

The solution provided here is useless. eBay mobile just simply does not work with paypal. I've tried everything even registering a pin to my mobile just like they said. The app even has the option for that pi but is still doesn't work.
How can this be going on for this long?
