Add a User that can make payments

I have business paypal account and I've created a user and given them full access to my account, however the user is unable to make payments is there anyway around this?

Based on the information you provided in your post, it sounds like your secondary user may not have their “Money Moving” permissions verified. In order to complete this, you are required to authorise their permissions by providing an electronic signature and user identification (such as photo ID). If you have not completed these steps, I’d recommend removing the user and adding them back on under the “Manage Users” feature.
