This has to be the saddest effort at CS I've ever seen, if this even qualifies as an effort.
This problem has been recurring for how many years? And intensively over the last month. No answers. No public statement.
Remove the feature or fix it.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
