Are you trying to link your PayPal email to eBay?  If so, you do it from your eBay settings, not PayPal app.  Or what do you mean you created the link on PayPal app?  PayPal.me link?

It's broken, looks like it has been for weeks. Neither PayPal or eBay wants to do anything about it. If you don't already have a linked account, they don't want your business...
