Error 157 code when trying to pay with prepaid green dot card

I keep getting a you can't pay with your mobile app right now pay on eBay.com site. Error 157. I try to pay from classic ebay site through PayPal, aand I Jeep getting am error message

Is the card added to PayPal account but unconfirmed?  Is the card registered or verified with green dot?
