Hello
Today i recieve this message
We've noticed some activity on your accounts, and we need your help in verifying some information. We're sorry for this inconvenience, but while we're working things out with you, you'll have limited access to your eBay and PayPal accounts.
Depending on the situation, some of your listings may have been removed, and you may not be able to do the following:
-- Create new listings for certain items.
-- Withdraw/send funds from PayPal. (You'll still receive payments, though.)
To help us remove the restriction on your account, you'll need to:
1. Log in to your PayPal account.
2. Select the "My Account" tab.
3. Select "Resolution Center."
4. Go to the "Action" column, and then click the "Resolve" button.
5. Complete the steps for each requirement.
Once you've completed the steps above, we'll review your information and let you know by email if we've cleared the restriction. Please understand that we may ask you for a few more details before we can get everything resolved.
We appreciate your help. We'll get this resolved as quickly as we can.
Thanks,
eBay

OK then your best bet is to contact customer services and ask what the problem is.
>>
Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".
OR have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
Advice is voluntary.
Kudos / Solution appreciated.

Is this really an Ebay email?
If this is from Ebay, you should be able to go to My Ebay and find this piece of email in in box?
Ebay and Paypal are now 2 separate companies,Ebay would not ask you to resolve Ebay activities by logging on to your Paypal account, and you said there is no problem with your PAYPAL account, you cant find a case open in resolution center and you have no problem withdrawing money?
try listing or relisting your Ebay listing and see what happens?
note the email you received, where does it come from?

But when he goes to his Paypal account, there is no case open?
He should call Ebay again and ask how to proceed if no case is open under resolution?
