can not pay to ebay seller

when i buy itemfrom seller on ebay (he also live in my country) when i pay it ebay show this massege

"cuurrently paypal accounts in sri lanka are only able to send payments.this reciplesa is not eligible no revevie found"

how can fix it and how can i pay that item

No one in Sri Lanka can receive payments only send.

So you can send to international sellers or friends only.
