Paypal continues to hold my funds

I have now sold 25 items on ebay.  All items (including some bigger ticket items)  have been received by my customers and I have received many positive feedbacks.  I have not received any neutral or negative feedback.  Why is my money still being held for my transactions??  When will they stop holding it?

Have you received positive feedback for all 25 auctions?

Has it been more than 90 days since your first feedback as a seller?

Do these items total over $250 USD?
