How long should I wait for shipping after payment???

Hi dears.
I've purchased an item 21 June, today is already 26 June (In my country) and he still hasen't shipped it, but said that will ship within 3 business days.  Now he said that have Paypal problems and now can't ship it and ask me to wait and when he resolve a problem, he will ship it. Please tell me how long should I wait before opening a dispute. Thanks.

Dear... He didn'tship it and also didn't refund my money.  I opened an item not received case. he also don't answer in my messages in Ebay. I want to know can he not refund money, or Paypal see that he didn't ship the item and Will refund me in any case..?(((I'm afraid that i can lose my money((((((((

He has to show the item was delivered not just shipped

If he cant prove that you should receive a refund

Remember after the dispute is over to leave feedback and report him for non performance

They have 7 days to respond but escalate it when u can

If u call ppal and tell them he has a history of late for not shipping and ask if there is anything they can do?

You will be informed if you want to escalate it by ppal, you should see it on the dispute as well after the 7 days 

You could try emailing them with the info and your concerns meanwhile

The seller didn't refund yet and also don't answer on my messages. Paypal gave the seller time to provide with info till 7 July. Now I won an auction, but as I still haven't received my money, I can't pay for this one:(:( What can I do dears, please advise...(( How can I ask Paypal to refund my money soon except  calling, because i can't call them from here(((
