HELP! I can't make PayPal payments through eBay.

Please help! Everytime I try to make payment to a seller on eBay (I've tried 3 different sellers), I get this message:
This payment cannot be completed and your account has not been charged. Please contact your merchant for more information.
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available).
Why is this happening?

I'm not really sure but it could be due to the status of your paypal account. If your paypal account is not verified or your shipping address is not confirmed by paypal, some sellers will reject receiving payments from you. It's a security precaution for sellers. A verified paypal account means your account is linked to a valid checking bank account. Good luck!
