I think your buyer has a paypal account only and not an eBay account, since paypal is owned by eBay, they can easly make the correlation. Anyway, this buyer probably saw your auction on eBay and decided to buy your item, but she sent you the payment directly through paypal and did not actually make any bids. Logically you would think you won't have to pay it since eBay can take the money from your payment account (pending $17 coming in) but I think they won't even let you close the ebay account without you first paying them what you owe them. And they may make you use another payment type like a credit card since your paypal balance does not have $17 available yet. Good Luck! ... View more

I'm not really sure but it could be due to the status of your paypal account. If your paypal account is not verified or your shipping address is not confirmed by paypal, some sellers will reject receiving payments from you. It's a security precaution for sellers. A verified paypal account means your account is linked to a valid checking bank account. Good luck!  ... View more
