Can't seem to issue refund.

Hey there, I sold two items on ebay yesterday, but I have to issue refunds as the items were damaged. Both parties agreed to cancel the transactions. I logged in to paypal, and issued a full refund to the first party without any problems, but now there is not enough funds in the account to issue the second refund.

 

I am assuming this is due to paypal taking out fees?

I have not used my paypal account to pay for anything, the full amount should be there.

 

What happened?

What did I do wrong?

How can I make this right without adding funds to my paypal account? (as I really shouldn't have to...right?)

Are you clicking on issue refund or are you going to send money??

Have you actually tried to issue the refund? Normally your fees are credited back during the refund process so even though there may not look as though there is enough in your paypal account the refund goes through.
