why are new devices required to access all of paypal's features?

All I wanted to do was be able to send money with my current browser I had for years and now I can't anymore. As soon as I click the send/receive tab, I get a blank page (with the exception of the common top menu on my paypal account page). If however I use a brand new tablet and attempted to select that tab, then I am able to send money.

 

Why does paypal change things so that the only way people can use it is to upgrade their equiptment? What happens if the paypal account holder is located somewhere with no local access to technology (example: tablet) and all they have is a bank account linked to paypal and they wanted to order their new tablet from a store online and that store requires them to manually make a payment through the paypal interface? I'll feel sorry for such individuals.

 

Since many companies like to "upgrade" their site to conform to todays "standards", What I strongly suggest is to make a mobile version of the site so that ALL devices have access (including the poor people that use their old devices to make a payment online with paypal in order to buy a new device that loads today's websites flawlessly).

 

Other than telling me to upgrade, is there another way I can currently access paypal in my browser? or will I need to try manymo or some other mobile device emulator and download/upload the app just to send money?
