resolving limitation

A little back story.  About 7 or 8 months ago, a credit card that I used on paypal  prior to that time got hacked. Some idiot in another state that I do not know,  charged my card 4 different times a week apart, which was discovered when I got that month's statement. I had seen some transactions on that statement that I did not conduct.  I then opened up my paypal account, and discovered that there were more that would "hit" on the following month's statement had I not discovered them when I did. 

I contacted the credit card and Paypal, the credit card cancelled my account and reissued another, and fortunately reversed the charges on my account. 

Meanwhile, paypal placed limits on my account. 

At first I said "**bleep** it" as I do not use the paypal account very often. but I need to get it cleared up as I have some money there that is frozen as a result. 

I have 2 things left to do they say and I am having difficulty doing either. 

The first is to "check my Email" for some sort of information that they want me to upload back to them. The Emailed info does not exist. can I get it re sent somehow?  

and the 2nd is they are wanting me to upload a credit card statement. I have issue with that request regardless of their claimed "security" level... I mean somebody was able to get my account number and attempt to **bleep** me out of $6,000 without my posting such information... this just seems like someone wants "open season" on my account.... that ain't happening.
