Background that I think is relevant:
I have two PayPal accounts because PayPal is yet another company that doesn't get that we live in a global world where people might live and bank in multiple countries. So I have a main account linked to my Canadian bank accounts and, at PayPal's suggestion, I opened a second account with a different email address that is linked to my Mexican bank account. It is this second account that is giving me a concerning message every time I withdraw funds to my bank account:
"For security reasons, we need a bit more time to review this transaction. This can take up to 24 hours, but we’ll email you as soon as we have an update."
I never get any follow-up to that and my funds are always in the bank within the upper end of the expected timeframe (consistently takes a couple more days than an average transfer from the account linked to my Canadian banks).
While everything seems fine, I don't dare just shrug off this message as it sounds like a prelude to something bad, like PayPal deciding to seize my funds or something for no valid reason. I don't trust this account and I really need it. 99% of my clients pay me through PayPal, so it makes way more sense for them to be paying me directly into an account linked to a bank account in the country in which I live than for me to have to keep making multiple currency conversions to get the funds out of my Canadian accounts.
I've tried emailing and calling. Emailing, I just get form letters that have nothing to do with my issue. Calling, I get caught in an endless loop and am unable to reach a live person.
Can someone tell me if I should be concerned or if I can expect these annoying messages to stop? I've have the Mexican account about two months now and have made probably a dozen if not more transfers out of it so far.

I can only give my own opinions of what I think might be happening, assuming you are only transferring funds from your Mexican PayPal account to your Mexican bank. My guess is that it is related to financial and banking security and risks within Mexico, that the Mexican system is more susceptible to fraud than the Canadian banking system. I would go along with the answers your got from PayPal support, that it's just a notice to let you know there will be a delay.
It seems that you are operating within PayPal rules for countries, although using your Canadian PayPal account outside of Canada, but you seem to have that managed by phone calls to PayPal support when traveling. Many come to the forum with no concept of how PayPal works for different countries; you seem to be the exception where you have pretty much figured it out so you don't have a limitation issue.
International banking and finances are not simple. Any financial establishment must work within the regulations for the country and also international regulations. PayPal Canada must operate according to Canadian financial regulations. PayPal Mexico must follow Mexican regulations. PayPal isn't a bank so it does't fit directly into internations finances like banks do. As a payment processor there are differences. PayPal doesn't do bank-to-bank transfers so the electronics will not be the same speed as banks operate.

Your PayPal account must be in the country where you reside and bank accounts need to be also in the same country except for some U. S. citizins.
What are the details of each of your PayPal accounts?

Like PayPal, you apparently don't get that some people live and bank in multiple countries. As I explained in the first part of my post, I have accounts in the two countries in which I live and in which I bank. Please review my original post since it has all the information.

I don't understand why, like PayPal, you are not able to refer to my original message, which outlines everything, unless you are one of those very bored people who has nothing better than to go online and waste other people's time...
This is what I said:

I also mentioned the source of my funds: "99% of my clients pay me through PayPal." So it's business income.
I have nothing else to add to what I originally said unless asked a specific question to clarify something.

Did you open your Mexican PayPal account while in Mexico? Is it verified to your Mexican residential address, your Mexican credit card, and Mexican bank account?
Did you open your Canadiant PayPal account while in Canada? Is it verified to your Canadian residental addres, your Canadiant credit card, and your Canadian bank account?
Do you ever attempt to use one of the accounts while not in the country where it is registered?

Yes. And, again, Paypal themselves told me to open a second account.

Yes, yes (to my debit card), yes.
"Did you open your Canadiant PayPal account while in Canada? Is it verified to your Canadian residental addres, your Canadiant credit card, and your Canadian bank account?"
Yes, and I've had it ever since PayPal has been around, so almost 20 years.

I use the Canadian one almost exclusively outside of Canada as I am almost always travelling out of the country. I occasionally have issues with it, but after a few days of trying to reach someone at PayPal (so hard outside of your own country) and reminding them that some people are nomads, it gets sorted.
I only just got the Mexican account a few months ago and don't anticipate using it when I'm out of Mexico.

Thank you. It's reassuring to know that I'm doing everything as right as I can within the imposed constraints.
Unlike a lot of people, I have zero issues with PayPal's fees or the time it takes to transfer to my bank account. The convenience is totally worth it. What I have an issue with is not trusting that I will have access to my funds from one day to the next and how difficult it is to reach PayPal to fix such problems.
