PayPal deals with lots of risk / fraud. There are many variables involved with what can cause your account to become limited (ie. product type, price, monthly sales volume, etc.)
They request your driver license and social security number to help prove that you are who you say you are, and they'll probably run credit as well. If any major red flags come up they could potentially close the account, but that's only in extreme cases. In most cases shortly after you provide that info they will release the limit on your account so you can get going again.
