I'm a US Citizen and have recently moved to Germany. How can I continue to use Paypal accounts? Do I need a new account and close my old one. Can I have a Paypal Credit Card in Germany?
Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.
The only exception is U.S ex-pats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).

if there is a credit card linked to your US Paypal account and you want to link it to your ne German Paypal account,remove it now before you add it to German account,credit card can only be added to one account.
