Withdrawing money from paypal to Visa card

I live in Qatar and I have signed up in paypal, I have some money in it and I want to withdraw it to my Visa card. I know that QNB has a partnership with Paypal so I was wondering if  I can withdraw money to my QNB visa card or mastercard?

honestly, they should make it possible for Qatar to because other GCC countries have PayPal it sucks u know
