Yes, there have been reports of issues with the Visa Electron card unable to be added.
It is my understanding that this particular type of card is often not accepted as it can be issued by banks to those under 18 years old and those who have newer relationships with banks or has poor credit history. These cards cannot be overdrawn, go over the credit limit (if issued as credit card) and does not allow overdrafts compared to sister card, Visa Debit. In some cases, online use may have been disabled by the bank. It can be argued that this makes the account more secure because it has to check for funds first however some financial institutions may not see it that way and would rather block it from use.
Perhaps contact your bank that issued the card and ask if the card can be enabled for use online with PayPal.
