I Really can't understand whats keeping my account limited when I sent in all the info they requested.

Photo I.D
Bank Statement
In the Past I have sent them my Passport also as I.D
Is paypal that understaffed that it's taking this long to resolve my issue? There's no more info to send in they have it all. It's very disappointing that Ebay pulls it's fees from my Paypal and cannot because of this situation. I have sold 3 items since the limitation but cannot ship because of the limitation.
At this point I have to freeze my ebay account because it's taken paypal almost 1 month to resolve my limitation which they grade as MEDIUM.
