how can I change primary email address

To update an email address, you must have at least two email addresses on file.

Login to your account.
* Click on the Gear icon.
* Click on the "+" in the Email box.
* Enter your new email address.
* Click "Add Email"

* You will need to confirm the new email - once you've done that, you can make it the Primary and delete the old email.

it will not let me make new 1 primary

Since there's no way to see what you're doing - before you make any changes, make sure you added the new email address and confirmed it - at that point you should have both the new address and old address listed.  If you have done that, you can then make the new address the Primary.   If things still don't work, then you may want to contact customer service for assistance as there's no way to look at user accounts via this public community.
