The first thing you should do is verify your card, you can do so by loggin in, pressing the card on the left of your screen and then Verify. They'll charge you a small amount (around $1-2) which they'll refund once you verify it, the transaction will contain a 4-digit code which you can see in your card bill and you'll have to enter it on your Paypal account (after you request the code, when you go to the Verify page it'll ask you for it). Once you do that, you should be able to use your account normally without any restrictions,
