Account limited, cannot resolve?

So awhile ago I was told to provide some info for my account so that I could remove a limitation which prevented me from depositing money into my Paypal wallet. I could still send and recieve money, so it wasn't really a bother to me. I decided eventually to fix it, and I sent in a picture of my ID and my Social Security Card. After that, Paypal has completely locked my account. Apparently, because I created the account when I wasn't 18, I wasn't allowed to have it any more. Honestly, I made the account two years ago and I never saw anything to confirm my age or to make sure I was 18. Now that I look at it, their guidelines do say you have to be 18 to create an account, but they are essentially the Terms of Service, which nobody bothers to read. Essentially, it wasn't clear that I had to be 18, and they never bothered to confirm my identity until two years later. So now both my email and my credit card will be blocked from use on Paypal from now on, and I can never resolve this issue and get my account back. Now, I just want to remove my credit card and close off my account, but it appears I can't do this because it is limited. Any help?
