If the account has been dormant that long, it may not be able to be reactivated, but a PayPal representative can help make that determination. If it can be reactivated, they can help you get all the information updated. If it can't be, they can help you close the account so the email address can be used to open a new account. You can reach customer support by Facebook, Twitter, or phone or email.
