Hey Paypal, your website is BROKEN

I'm trying to update something in my account settings, but your menu will NOT let me go there.  I click on the settings button and then click on various options.  It doesn't do a thing - no spinny thing, or in progress indicator, it just sits there.  I waited for several minutes.  Tried it on both desktop and mobile.  Methinks something is broken in your menu.  I did open a support ticket, but if any technical folks are on here, can you see what is the matter?

Helpful little tidbit.  I have both a personal and a business account.  Works perfectly in my personal account.  It's the business account that is having the problem.
