Close an old paypal account with balance

Greetings!

I have a paypal account that I don't use since 2013 when I was in Sweden with a Scholarship program, in that time I had an account in the Nordea Bank. After my studies finished I closed my account in the bank but forgot to withdraw the little amount of money in my paypal account (that is 1,56 SEK). now my problem is that I returned to my home country (Bolivia) and I would like to create a new paypal account with my same email adress, but I can't because I still have that little amount of money in my old account. what should I do?

Why can't you log in to your old account and then add the bank details again? Or did you close your paypal account as well as your bank account?

I can log in to my old account, but the issue now that I'm in Bolivia is that in the settings I can not change the country nor the billing adress 😕 that's why I would like to close the older account and create a new one for my country 😞

you are now in Bolivia ,if you keep trying to access your SWEDISH account,it may set off some alarm and Paypal could restrict your account.

why not set up a Bolivian account with a different email address and leave the SwEDISH one alone.  

you should have clean this mess up before you left Sweden.
