Cant add money to account?

I've added my debit card, confirmed my bank account.  I'm trying to add funds into my PayPal account.  I check everything, get the message to review my bank, amount, and to allow the 3-5 days.  But when I hit add money it gives me the message "There's a problem with adding money to your account. If you'd like help, please contact us."  and the contact section doesn't tell me whats wrong.  Just how to do what I've already done.  Why can't I add money to PayPal??

In USA,the only way to transfer fund is from and to a bank account,unless you have linked a prepaid MC debit card .

Yes I understand that. My problem is when I try to add the funds, it tells me there is an error. It doesn't say what the error is. It just won't let me transfer funds into my PayPal account
