Balance Manager - invalid link

I had a problem with my account, and my Balance Manager was discontinued.  Now I can not get back into set the Balance Manager back up.

I go to the following site: balance-manager

And when I click on "Activate It Now" button, I get an error page saying, "You have requested an outdated version of PayPal. This error often results from the use of bookmarks.".

Bookmarks?!  I didnt use a bookmark!  I click on your link.

Log on first and follow this URL: https://www.paypal.com/webapps/customerprofile/summary.view

Use the dropdown menu on the right of the PayPal Balance section to find Balance Manager

I am also facing same problem fro 2 to 3 weeks but still my problem not fixed i am also go through paypal balance section and go to currency section there is no any balance manager avilable and link of balance manager is invalid or dead always show me same error page not found and this screen

paypal siad our engineer team working on it 2 weeks gone but still balance manager not fixed or working really disappointed
