set up a sandbox account

Please tell me exactly how to set up a sandbox account.  I seem to keep going around in circles on the website but can't find the page to set up a sandbox account.

A Business Account is required, if have one, you can login on this page, Click on the Login link:

https://developer.paypal.com/

If you don't have a Business Account, you can start by creating a Business Account on the same page, Click on the Sign Up link:

https://developer.paypal.com/

Suggest checking out this info before getting started as once you're in the Sandbox, you will need to setup a Seller Account and a Buyer Account:

OK, I have it now - the web page was not working properly earlier today and wasn't offering the option to create a new account.  Checked by telephone with PayPal who advised me to try later and it is now all hunky-dory.  Thanks for your advice.
