Where is Balance Manager -- need to cancel automatic bank transfer

Where is the balance manager in the new board settings?  I can't find it, and need to cancel an automatic recurring bank transfer that goes from my bank to my paypal... Thank you.

Has this option been removed?  I got an email saying it was turned off because the tranfer had failed.  I manually transfered money and it seems to be working ok.  I went to turn back on the automatic transfers and I can't find the option following any of the instructions in these last 4 pages of posts?

This option allows PayPal to hold on to more of my money automatically?  Why is this so hard?
