Pink text box on home page

We are seeing a pink text box on the home page that says - it appears you are using an outdated browser click this link to upgrade here. Something to that effect anyhow but it has an active link.

 

Is this a hack ? we are running windows 8 pro with internet explorer 10 and one cannot be more updated that that. We ask because we are getting e-mails with transaction numbers that don't exist saying our credit card company reversed charges please click here to verify your credit card number and or account - something to that effect. Also we somehow ended up with a negative balance and we have had the money in the bank account however the transfer failed.

 

We are older people that are not really tech savvy and was wondering what to do and if this happening to other customers using papal. any help or advise would be greatly appreciated.

Sounds like that emails you're getting are fake.  Hopefully, you did not click on any links in these emails to access your PayPal Account.  That's how the bad guys get your account info.  Suggest forwarding the emails to PayPal.  This info explains what to do:   https://www.paypal.com/us/webapps/mpp/security/suspicious-activity
