We have a physical security key (token). Our account says it is activated. When we log in, PayPal does not ask for the code. Paypal just opens the account. We can buy as usual, but our credit cards are frequently compromised.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
