So I have been having some problems... I keep getting over drawn on my paypal with my Bank and I took off my bank on my "American" paypal. I moved to France and that's when I deleted it. I still had 10$ IN my paypal and I was going to buy something then they ask me for my primary phone number!? And I live in France and I still want a American Paypal because I can exchange money to Euro's - Dollars. Of course I don't have my primary phone number because I live in France now and they won't let you put a French number inside of it.. Can someone help me so I can change it to my Sister's phone number as my primary? So that she can just tell me the code? Thank you for reading!

Unfortunately you've created an issue we can't help you with.
If you have a US Account, then everything associated with the account has to be US related and in your name. Same with a France Account with the exception that you can link a US Bank Account listed in your name.
