Old credit card linked to old account, won't let me link new credit card to new account.

Hello. I have an issue with Paypal. I've noticed on my old account that there has been sent quite a lot of money to foreign names, which caused my account to be locked, this is the message I get. Why is my account access limited? Your account access has been limited for the following reason(s): Jan 23, 2016: Your debit or credit card issuer let us know that your card was used without your permission. So we just want to make sure that you authorized any recent PayPal payments. Please take a moment to make sure you recognize your most recent transactions. If you see a payment that you don't recognize, let us know by going to the Resolution Center. Then change your password and create new security questions. Please contact PayPal Customer Service if: 1. You authorized a payment but never received merchandise from your seller. 2. You authorize a payment but the item you received was significantly not as described. 3. You reported unauthorized use of your debit/credit card by mistake. If you didn't report unauthorized use of your debit or credit card, please contact your card issuer.

Anyways, the problem is that I think that my old credit card is linked to that account, and I've made a new one, and now it gives me an error message when I try to link my credit card to my new account. I've tried closing my old account, but that doesn't work, and I've tried to remove the credit card from the old account, and it still won't let me. It requires me to enter the xxxx-xxxx-xxxx-xxxx digits, which I do not have because of the fact that I've gotten a new one, and I ripped the old one apart.

Hi!

 

you cannot close down an account that is currently limited by paypal nor remove a card linked to it unless you fix the limited status first. if you've already ripped the card apart and the card is no longer present. how about calling customer service? normally they have a way of fixing it for you and providing you options to get rid of the limited status on your account. sorry, but customer service is your only fix for this one.
