No Utility Bill for Proof of Residence

As part of their new security standards, PayPal is asking for proof of residence via a utility bill. My problem is, I don't have any utility bills where I'm living. Could I use a paystub, or some other legal documentation with my address on it in order to qualify as proof of residence?

Not sure what is acceptable as the requirements keep getting more stringent.  You would have to ask customer support.

I actually have similar problem, with one exception I've already provided with all 3 proofs, ID, SSN, and address it says its "In progress" so how long is that going to take? I brought "my cash PayPal card" but it does not work on my account because of all those identifications, so please can you reply how long will it take or maybe problem wasnt just that, costumer service is horrible i cant get in touch with anyone, i waited 2 hours and 25 mins i was so tired, no one answered so i hope i will at least get some here

Can ID VERIFICATION be photo copies and sent via email or do you have to mail/fax these documents in? I just want my money!! Seems like I talked to people daily when setting up account but now that it has money in it I've got to reproof myself to get what's mines!!!
