When you add a credit card, PayPal makes a small charge, you then check your next paper statement for a 4-digit code or go online to your credit card account to look for the 4-digit code.  Then you enter that code for the card to complete the confirmation.  Then PayPal refunds the small charge.

Is PayPal giving you the error message when you try to add 4-digit code?

It says "Waiting for your response" because you still have to confirm the card which is entering the 4-digit PayPal code found on your next card statement or log in to your credit card account to see the test charge and the 4-digit PayPal code.  It says the card is added but you have to do the second step which is confirming the card.  So go ahead and confirm the card in your PayPal Wallet page and when you come back to the resolution center, it should say "In Progress" like the rest.

Ok, what about your first card, can you confirm it in the Wallet page?

Where it says "Confirm your credit card" and then "Waiting for your response"?  Put your computer mouse over "Confirm your credit card" or click on it.  What does it say or do?  There must be some info about completing the card confirmation process.

It doesn't say anything i don't know allready, http://prntscr.com/byruse
In my wallet i can see only this card i added now, second card i had before isn't showed in wallet..
You think it whould help if i go to bank and add some funds to that second card and then try to link that one as well.. But again i don't get why i can't confirm this card, by confirm i mean they didin't even made that small transaction..

Yes, that would help to add some money so PayPal can make the test charge on it.

Maybe you have cards PayPal do not accept? Is the only thing I can think of.  What country is your account from?
