Issue with adding bank account on a Panama Paypal account

I should really be posting this on the Panama community (if there is one), but I am not sure how to access it without being logged into a Panamanian Paypal account.

I am in Apanama and trying to help a friend set up a Paypal account.

When it comes to linking a bank account there is no option to add a Panama bank account. It only allows for a US account. That makes no sense, since this is not the US but Panama. I have emailed Paypal about this and so far received no reply.

Does anyone have any info on why a US bank account is required to verify a Panama Paypal account?

Paypal uses ACH (automated clearing house) USA based system and can only transfer funds to US Bank accounts.

Panama does have a similar system but only for transfers within Panamanian Banks but Paypal is not associated or link to this system. Same situation in every country. The only way you can transfer funds to your Panamanian 

Bank account is via check. You can request a check by mail from paypal, but this may take up to 30 days to clear to your Panamanian bank account since funds are drawn from a US based account.  Hope this helps.

I was wondering if you ever figured anything out.  I need to do the same thing.  I haven't tried it yet but I'm researching how. So you can't link a Panama Bank to a Pay Pal account?   Are there any sister banks in the US and Panama?
