I don't understand how this makes sense.

Ok, So first off, I'm Just trying to buy a hat off a website. when i was checking out it popped up with the paypal payment form with the bunch of different ways,blah blah blah. anyways, i put in my debit card info, and it says that paypal wont let me pay for it. So I find ou that my old paypal account has my debit card on it, so i try paying for the item with my paypal account. it wont let me because my account isnt "Verified" because im only 17. There is no way to verify my account at all. So i try to remove my card, It wont let me because my account isnt "Verified". So i try to close my account, but oh wait I cant, because my account isnt verified.
So in short, Paypal wont let me use my debit card on select purchases, it wont let me use my account, i cant close my account or remove my card. I dont understand how this makes sense. I literally can't do anything with my account, Not even close it. I can't comprehend why?

Why? Because you are less than 18 and you opened your account in violation of PayPal policies.
You could phone PayPal customer service to see if there is a way to close your account or if you just have to wait until you are 18 and then try to explain it all toe PayPal customer service.
