Help with limited account

Around 2 weeks ago my paypal account became limited, It asked for a ID, Utility bill and i have sent everything through it then asks me for more information on payments but when i click resolve it just says error try again.

Is there any way i can unlimit my account a different way.

Like adding a bank account or credit card.
