I have see this message when i need send money, and can't send money. need 24 hours wait and clear cookies?

I think there was a tech issue causing that error message. try cleaing your cache, cookies and try a different browser like IE or chrome. If that doesn't work call back so they can get you added to a ticket if one is open or they can create one just for your account.
