Can I send money before my account is verified?

Yes, however as an Unverified user you will have initial limits on the amount you can send, receive and withdraw from your PayPal account.

You can view your sending, receiving and withdrawing limits prior to becoming verified, by clicking on the View Limits link on your Account Overview page.

You can lift these limits by becoming ‘Verified’.

Note, the specific bank account must be verified.  That's the only way you know there is a valid connection.
