Can not login on my account and send money

Hello there , 

Since 1 week ago I can not login into my account from PC , I always get this error "Sorry, we can't log you in. If you think there's an issue with your account, contact us and we'll help resolve it." 

I can still login on my phone application but I am not able to send money , I get "payment declined" even if I have enough money on my account .

Can someone help me ? I really need those money .
