It's part of the verification process and if your search the Help FAQs, the process is explained. Basically, PayPal makes to small deposits to your bank account to test the validity of your account. When you check your bank account statement (takes about 3 days), you should see the PayPal deposits. Once you have that info, you return to your PayPal Account and enter the amounts. This confirms that you are the actual owner of the bank account. Again, this is explained in the Help FAQs.
