I am in a similar situation.
I have already completed all requirements (Complete more than 5 transactions without any buyer disputes, claims or returns / Receive more than $150.00 / Have more than 60 days from the date I receive my first payment), and my PayPal account has been confirmed verified over 6 months ago.
Hoervet, the Resolution Centre page still explains that
"Because you are new seller with PayPal, money receive from buyers will be placed in your pending balance."
Although I have already completed all requirements some months ago (see attached pic), I am still have pending periods.
I called PayPal almost 3 weeks ago.
PayPal telephone operator explained that my account (identity) was already verified with my SIN and 2 linked bank accounts, therefore I should be able to receive money immediately.
However, I am still "new seller" and can't receive money immediately.
I send a inquiey by email from PayPal Support Centre but the response told quite different things such as "How do I link a bank account to my PayPal account?" and "How do I link and confirm my credit card? ".
How I can receive money immediately?
If I still not complete requirements, what do I need?

In my experience, I sent an additional inquiry to PayPal Support's email address directly, when I received a first answer email from PayPal. PayPal Support unlocked my pending payment a day later.
I guess If you asked PayPal Support you would get your money more earlier...
Anyway, I can't send messages to PayPal Support everytime I received money...
I really want to know how I can receive money immediately...
