time frame to get refund on an item that doesn't work.?

I purchased a Pacific Laser Systems PLS480 PLS 480 Laser Level item # 292417265658 on January 25th 2018. I received the laser Jan 29th and opened the box and turned it on and all the laser lights came on then I put it back in the box for later use. When I was ready to use it, I read the online manual and went through the steps to check the calibration accuracy and found it to be completely out of specs to use. I messaged the seller on March 6th which is 40 days after I initially purchased it but the seller never responded. I paid $275 with paypal. Since it is past 45 days now, is there anything that can be done?
