proof of signature by usps is not accepted by paypal

hi
i have shipped a coat for 1000 usd
to usa the buyer has received the item and opened a case non receipt
i provided to paypal the tracking number the tracking slip
and a pdf file from usps with the signature of proof and adress
they closed the case in favor of buyer because paypal says they do not accept the proof of signature of usps and they need to see it online
i told the to call the usps so they can confirm to them and they do not want do that
any help will be apreciate

I have called several times and they keep providing excuses for not accepting the document from usps .
I am attaching the document that i received from usps and the tracking number receipt .
Now you tell me , which reasonable person would not be convinced that the item was received by the buyer .

RE710985649GR only show it has been delivered to berkely and its zipcode.
Paypal wants to see her address,Berkely,zipcode
The handwritten street address in the signature pdf file is not good enough.
say if it were delivered to a wrong address in that zipcode and the recipient signed her name and copied the address from your package and accept the package?
of course it is rare ,but the buyer could say I never get the package,this aint my signature .
The only proof would be online viewable tracking showing her street number,street name,city and zipcode followed by signature from USPS sent to you as pdf file.
I dont know what more you can do,what is missing is online viewable tracking showing her street number and address,
may be you can call her local post office and ask if they can help you OR give her a call and ask her to look around for a package ,ask neighbor or family member,sometimes a scammer would feel guilty and cancel the case?who knows.
is it insured,does it come with some insurance since it is registered mail?
also post offices do talk to each other and get a response,ask your postal system to email our post office and see what kind of response they can get?

YES , i have read their policies . HOWEVER , there are cases that fall in the gray zone like mine .
Trying to follow the rules sometimes leads to missing the ESSENCE !
And the essence here is that USPS confirms that the parcel has been delivered !
It is only ONE phone call away from proving my point in the case .
If they cannot call USPS and confirm the delivery , then why the heck are they taking all those fees and advertize seller protection ??
And USPS is rigid as well .When asked to provide proof of signature online they respond with a vertical NO . Their arguement is that they already provided a written proof of delivery and signature and they are availble to receive call from PAYPAL to confirm . How can you fight this argument ?
Bottom thing is that a scammy buyer takes advantage of the online proof rule and declares item not received and i lose 1000 usd just because PAYPAL cannot make a f@@@@ phone call !!!!

Online tracking and signature means just that. It means that PayPal does NOT make phone calls to confirm delivery.
It is seller's responsibility to confirm before shipping that the destination delivery service is able to provide required proof of delivery.
If destination shipper and service selected cannot, or will not, provide proof required by PayPal before you ship, then do not ship unless you are willing to accept the risk.

i do not see that expliciltly written somewhere.
In their resolution center they do allow you to upload files and the proof of signature by usps was uploaded.
In response i received the following message
Unfortunately, we cannot grant your claim appeal because we were unable to track your shipment because you didn't supply the requested proof of shipment within the allotted time.
The documents you have provided us with do not show the destination address in the USA, as we need to confirm the item was sent and delivered to the same address as under the transaction details.
If you have additional tracking information, or have any further questions, reply to this email or send a message to "(paypal email complaint address)"
I will not comment the "alloted time" because it is a joke. I responded within hours in all mails .
The usps proof of signature contained all the info 1)name 2)signature 3) address
The mail i received above implies three things 1) that they do receive other documents apart from online proof or 2)they do not bother reading the documents or 3)they give me the run around as a tactic to get me frustrated or exhausted untill i give up claiming my rigths as a seller
