Why is there so much difficulty to post notes on a Resolution Status?

I am unable to get any information about what the seller had said to the associate in resolution agreeing to return a % of the monies I sent for a product sent in which only 1/3 of the order was what wqs stated in the ad. He sent me an Email saying "I authorized the return of monies to your account". Funny! I cant see any notes as to that conversation, nor was I able to escalate the claim with the form online. I have no where to place my recorded notes and photo's and email conversations, tracking number and texted conversqtions. Paypal, From what I understand, sends the disputes to a private agency/collection and uses lawful manner to recoup funds for unweary buyers. Funny! No whare is that information easily available for the normal user to read or understand without being a lawyer. IMO Paypal needs to elevate their game in this department by allowing full disclosure as it occurs to the victem.
I would up loosing $50.00 in the end to the Jerk that lied about his product. I bought them and only 1 of the three was descript as implied in his ad. I paid for shipping to get the Item, and also to return it, as well as a $20.00 mark up on the original stated price for the one I did keep. I feel really burned and am thrashing about to Paypay Community folks who might understand whaqt I am saying. I don't get burned very often, but when I do, I want to ger even and not loose anything because the faqult was 100% the sellers. Why should he refund me less than I paid for each individual one, and at 140.00 ea. thats 420.00+20.00 shipping plus the 10.00 to return the 2 that were incorrect. In the end i paid $450.00 and will receive only $260.00. Even if I paid the $30.00 in shipping charges, I shouldnt have to pay the 20.00 increase in the price of the one I did keep, and I had to keep it because It was promised in an auction I already sold.
I trusted the seller, as I would expect other buyers to expect my word to be 100% valid. IMO the seller should pay for all the shipping and still refund the original base price for the equipment.

In the first 20 days of your dispute, you and the seller discuss a resolution, if you do not want to continue with discussion, you must escalate to claim within 20 days. If it won't let you in the form, contact customer service for assistance asap.

In section, "Payments that are invalidated and reversed"
"When you receive a payment, you are liable to PayPal for the full amount of the payment sent to you plus any fees if the payment is later invalidated for any reason. If your PayPal balance is insufficient to cover your liability for the payment amount plus the fees, then this will result in a negative PayPal balance. Any negative PayPal balance represents an amount that you owe to us, and, in this situation, you must immediately add funds to your PayPal balance to eliminate the negative PayPal balance. If you do not do so, PayPal may engage in collection efforts to recover such amounts from you. PayPal may also place a limitation or take other action on your PayPal account as outlined under Restricted Activities and Holds."
It is not very often for a buyer to owe PayPal though. The money in disputes is usually deducted from the seller PayPal account.
