What does we could not recover funds mean?

Hello Paypal Community 

 

I opened a dispute a while ago, about I purchase that I made from eBay and seller got banned on eBay so I had to open a dispute on PayPal after waiting for almost 3 weeks the seller was still not responding to the PayPal dispute too So I escalated it to Paypal team and today I got this email:

 

After careful review, we have determined that the seller is at fault but regret to inform you that we were unable to recover any funds from the seller's account. 
We'll make every effort to recover the funds from the seller although we can't guarantee you will receive a refund.For more information please review our Buyer Protection Policy in the User Agreement.

 

can anyone please explain to me what does that mean?
