Visa agent invoice payment is safe ? Can I dispute it in future ?

Hello, I want to pay a agent for Canadian visa. He sent me invoice with trams and conditions. If he can't make visa he refund me full money. Is it work PayPal buyer protection?

If you want a Canadian Visa just apply with a Canadian embassy or consulate.

Suggest you obtain the name address of this agent and then verify with a Canadian consulate.
