I'm in a bit of a frustrating situation, so my buyer requested a partial refund for my item and I took it. However, he had opened a case against me so since then PayPal withheld all the money I got from this transaction from my account so I had to wait 3 days to transfer more money into my paypal account. Now that the money is finally in my paypal account, I'm getting a message saying that they cant process any refunds right now due to a technical error. I called them and they werent any help at all. I just want to get this case over and done with, if I just send the buyer a personal payment to his email and he closes the case, will paypal automatically unlock my funds back to me?
